I know there is the idea that since the victim and the oppressor are the same One, who is harming who and who can be said to be suffering? Also it can be viewed as an insubstantial dream, in which there is no 'you' or 'me'. Yet there is a witnessing of these atrocities, whether in a dream during sleep, or in a wakening dream. This does not seem to answer the dilemma. One knows that to question with "WHY"s is futile yet one wonders why Oneness makes such appearances in the first place?
In news letter 82 I read:
"Even though activities exist, there is no awareness of an agent who is the actor.
Even though they are without any inherent nature, experiences are actually experienced "
So who is experiencing these horrendous actions? Who is responsible for projecting them in the first place?
Answer: In this question certain answers are already given. They can be heard as sterile concepts or understood as pointers aiming beyond the duality of good and evil.
The friend who cannot accept, the one that suffers, the one who is responsible, and the one who is projecting, are fictitious 'agents' as there is no one to do anything, only Oneness appearing as everything. Compare it to clay; it is not 'doing' the shape in which it appears, but BEING the shape without being limited to it: Whether it appears as an 'ugly' form or as a 'beautiful' form, makes no difference to the clay.
Ultimately there is only Uncaused Presence. Cause and effect do not apply to IT, but appear in the dream of manifestation. The intellect, which operates within the dream/confines of cause and effect -Yin and Yang-, cannot 'grasp' the 'Uncaused' in which it appears, much like a reflection cannot take hold of the mirror.
When some part of the dream gets labeled as 'good' an other part has automatically been declared 'evil.' As soon as something is labeled as an 'effect' the 'cause' has been created. The Taoists have called this 'mutual arising.' It could not be otherwise for the same reason that one cannot get rid of the left by turning to the right, and we cannot keep the mountain peaks by eradicating the valleys. But, when the assumed reference point of an independent 'I' is recognized for the mirage it is, all labels are known as 'not true' yet recognized as practical abstractions in the game of life.
In this 'game' heinous acts may appear, and a response of outrage may arise, but who is responsible for a nightmare? Who is the perpetrator of a killing in 'your' dream at night? As part of the 'dream of life' the urge to turn the 'wrong' into the 'right' may manifest, together with sadness and compassion. The questions "Why?" and "Who?" may pop up, but there is no one doing the thinking of theses thoughts as they appear spontaneously; just like the entire Present-Manifestation. It is the way the Self-arising dream unfolds; as everyone, and for no one.

15. Neither unity nor separation exist in you nor in me. All is Atman alone. "I" and "you" and the world have no real being.
16. The subtle faculties of touch, taste, smell, form and sound which constitute the world without are not yourself, nor are they within you. You are the great all-transcending Reality.

Heaven and Hell
There was a religious lady that had to do a lot of traveling for her business, so she did a lot of flying. Flying made her very very nervous, so she always took her Bible along with her to read as it helped relax her on the long fights.
One time, she was sitting next to a man. When he saw her pull out her Bible, he gave a little chuckle and smirk and went back to what he was doing.
After a while, he turned to her and asked, "You don't really believe all that stuff in there do you?"
The lady replied, "Of course I do. It is the Bible."
He said, "Well, what about that guy that was swallowed by that whale?"
She replied, "Oh, Jonah. Yes, I believe that, it is in the Bible."
He asked, "Well, how do you suppose he survived all that time inside the whale?"
The lady said, "Well, I don't really know. I guess when I get to heaven, I will ask him."
"What if he isn't in heaven?" the man asked sarcastically.
"Then you can ask him," replied the lady.
